Empaths cannot hear what anyone is thinking. Rather, empaths can feel any emotion given off by anyone at any time. Empaths are extremely valuable to the Weyr for security reasons as well as normal ones. Hence, if someone has lied and empath can tell right away and therefore catch the person in the lie.
Empaths are also extremely affected when sexual activity, such as Flights, are going on. They can feel the love from very far away. They also get very emotional during Hatchings, and some can even lose their mind because of all of the dragonet's hunger and alone-ness.
If a candidate, the empath is susceptible to Impressing to a Sand, Earth, or Snow. There have been some other colors candidates have Impressed, one being Zenniel and her Gold Lilith.
